they dont prioritise, they wont get advanced dates to pick classes, it all goes to undergrads, and vets. they JUST PAY TON more, and universities do recruit from other countries to come here.

the reason why they accept alot of foreigners, is they are ineligble for scholarships, or in state tuition assistance, they also pay ALOT more in tuition. that is the real reason. besides that because of the money these universities earn, they have one of the best research labs, or companies hiring too.
