They have more time and resources as many of the challenges are spun off and subcontracted to their cronies. The truth is, they don’t care how poorly written it is, they’re just trying to flood the zone with stuff, and they win no matter the outcome. If it’s not challenged, they have policy, if it is challenged, it occupies time and resources and most importantly, if it’s challenged unsuccessfully, they have legal precident.

While these laws are expressly exclusionary, the overall intent is to erode civil rights protections. It’s easier for them to argue against civil rights when they can present a legal justification for it.

To hire diversely, they need to gather statistics to quantify, at which point they have ready-made marketing for hiring.

What it often is, is they want an easy solution. The idea that things are bad isn’t lost on them, but when presented a choice between someone laying out a multistep plan and someone presenting a convenient scapegoat, they’re happy to run with the scapegoat every time.

It’s not even entirely an inherently conservative thing. Many of us can fall prey to it due to the fatigue of late stage capitalism and just running with something we want to believe without researching the underpinnings.
